Putting My Experience
to Work

A native of Hampton.  Martha attended public school in Hampton and Poquoson.  She has a bachelor's degree in communications from Radford University.  Her professional experience includes work in higher education, community & public relations, and banking.  Martha and her husband live, work, and have raised their children in Hampton.

A servant heart.  Martha was first elected to the Hampton School Board in 2008 and served for twelve years, four of those years as chair.  Under Mugler's leadership, the school division embraced sweeping high school redesign, partnering with Ford Next Generation Learning to launch the Academies of Hampton.  Mugler championed the one-to-one technology initiative which provides Chromebooks to all students, a program designed to provide equity.  She partnered with the Commonwealth and No Kid Hungry to expand the Grab and Go Breakfast program in our schools.

A longstanding commitment to the community and the Commonwealth.  Martha served as a Governor's appointee to the Virginia 529 Board (Virginia College Savings Plan) and as a member of the WHRO Hampton Roads Telecommunications Association Educational Advisory Committee.  In addition, Martha served the 91st District in the Virginia House of Delegates and was assigned to the Education, Counties, Cities, & Towns, and Finance Committees.  During her term in the legislature, Martha served on a variety of boards and commissions including the Fort Monroe Authority Board of Trustees, Go Virginia (Virginia Initiative for Growth & Opportunity) Board, the Southern States Energy Board, and was chair of the Virginia Arts Caucus.  

A commitment to Good Government.  Martha will strive to engage with citizens to provide representative service on City Council.  She believes in open government processes that allow individual citizen voices to be heard.  Her decisions will be citizen and data driven, building on Hampton's natural assets and resources to strengthen our community, through economic development, excellent public education, and coastal resiliency.
